Vibhūti Pāda · Sutra 6
तस्य भूमिषु विनियोगः
tasya bhūmiṣu viniyogaḥ
Its application proceeds in stages.
Tasya refers to saṃyama. Bhūmi means level, stage, ground. Viniyoga is application, appropriate use.
Saṃyama is not mastered all at once. The yogī advances gradually, applying it first to gross objects and then to increasingly subtle ones.
Vyāsa explains that there are different levels of practice. One cannot apply saṃyama directly to the Absolute without having passed through prior stages.
It is like learning mathematics: one does not begin with differential calculus but with basic arithmetic.
The bhūmis can also refer to the different states of mind or the various levels of samādhi described in the first Pāda.
This sutra is a practical warning: be patient, respect the process, don’t try to skip stages. Wisdom matures gradually.
Viniyoga is the art of applying the right technique at the right time, according to the practitioner’s level.
